with homebrew you can also edit straight on your 3ds without a computer. So you can borrow some else's save file and use it or change from physical to digital. It works with digital and physical carts. Homebrew allows you to get your save file and then use PKHeX to edit the save. Your question should be powersaves vs PKHeX because homebrew does not edit pokemon, PKHeX does.

That said, I think I'm gonna go set up homebrew now.lol If you're not super comfortable with them and don't want to deal with the nuances of making your pokemon legal, powersaves works well enough. Long story short, if you're good with computers, get PkHex/Homebrew. I've heard of people bricking their games (and it's unlikely you'll be able to use your backup saves to restore to a new cartridge), but I've used powersaves pretty extensively on X, Y, OR, and Sun with no such problems. You can really only get one pokemon ready at a time because right now some of the key codes only apply to the pokemon in box 1 slot 1.

It can gen in ORAS but not really in generation 7. Powersaves is quite simple to set up and get going, but takes much longer to do the actual editing of pokemon. As a powersaves user that hasn't gotten into PkHex:
